These models represent rammers (ramrods) with sponge, gun tools commonly carried aboard early 19th Century warships such as 104-gun HMS Victory.  

These models' scaled overall dimensions match drawings of rammers by noted naval historian and draftsman David White as published in "Anatomy of the Ship: The Frigate Diana".
